Mass-media campaign to promote voluntary and non-renumerated blood donation among Romanian youngsters – 2003 (Campanie mass-media pentru promovarea donării voluntare şi neremunerate de sânge, în rândul tinerilor români – 2003)

Objective  -to ensure sufficient blood is donated at national level to meet the needs of Romania and to further increase public awareness on voluntary and non-remunerated blood donation.

The results have included:

  • Media campaign developed and implemented
  • 3 omnibus studies for evaluating the effectiveness of the campaign

The development of a National Public Health School 2001-2003 (Dezvoltarea unei Şcoli Naţionale de Sănătate Publică 2001-2003)

Objective – to support the higher education institutions and the research institutes on public health in Romania in order to develop the public health approach in line with European and international experience and to strengthen the competences and performance of the public health professionals for solving specific health issues in Romania using internationally agreed concepts and instruments

Results have included:

  • The development of quality indicators for trainers, study programs and students
  • Organizing a public health and health management summer school to promote public health among the decision makers from the health system
  • Organizing seminars on public health curricula and school development
  • Exchanges of trainers and students with international partners
  • Development of training materials

The development of a distance learning network 2001-2003 (Dezvoltarea unei reţele de învăţământ la distanţă - 2001-2003)

Objective – the set-up of a distance learning network in the field of public health and the improvement of access to continued medical education in this field, the set-up of 6 centers dedicated to distance learning, the training of trainers for distance learning, the set-up of 4 distance learning courses in public health and health management

Results have included:

  • Network of 6 „receiver” distance learning centers  - CHPS Bucureşti, Institutul pentru Managementul de Sănătate Bucureşti, SMURD Tg. Mures, 3 centers at CEMC Iasi, CSS Cluj and CEMC Timisoara
  • Train the trainer program at the Kentucky University, SUA
  • Finalized courses: evidence-based medicine, emergency-care services, individual medical practice management, public health

REMSSy 3 Extending the Emergency Care System in Romania – 2003-2005 (REMSSy 3 – Extinderea Sistemului de Asistenţă Medicală de Urgenta în România - 2003-2005)

Objective – to increase the survival rate of the patients who use the emergency care services by increasing the quality of these services

The results in 2004 have included:

  • Personnel training – ca. 38% of the physicians and 27% of the nurses who work in emergency care were trained, so 1327 professionals from the area (426 physicians and 901 nurses), the Emergency Care course being EMC certified by the Romanian College of Physicians (RCP). The training courses were delivered in 15 Training Centers.
  • 1 Emergency Care course developed and EMC certified by RCP – the course is of the distance learning type, with an identical curriculum with the one used in the Training Centers. The course can be accessed on www.e-sanatatepublica.ro.
  • The organization of Quality Assurance and Improvement Offices - OM 349/ 30.03.2004 (BAIC)
  • The national standards were adapted to the conditions existing at local level via the counselling and monitoring of BAIC activity by the selected experts in the counties covered by the project.
  • There were developed county plans for the improvement of AMU in 7 counties  (Arad, Arges, Bihor, Brasov, Neamt, Prahova, Sibiu).
  • There were developed activity-analysis reports for the emergency care services (pre-hospital  level), based on the information gathered in the field via the specific questionnaires, at the beginning of the program, in the middle and at the end of the program.
  • 1 soft developed to ensure the feeding of the data base (resources and services), as a tool to be used by decision makers at different levels (medical units, Public Health Departments, Health Ministry).

The development of a national program for the elaboration of the evidence-based clinical practice guides (Elaborarea unui program naţional pentru dezvoltarea ghidurilor de practică medicală bazate pe dovezi )

Objective – to set-up the preliminary standards for the national program aiming to develop the evidence-based clinical practice guides, an important instrument for the improvement of medical practices and of the quality of patient care.

Results have included:

  • 1 methodological guide for the elaboration, implementation and evaluation of the practice guides
  • Practice guides elaborated, published and disseminated
  • Conferences with WHO and Council of Europe representatives for the presentation of the directives’ final form

The health-care services opinion barometer – 2005 (Barometrul de opinie privind serviciile de sănătate – 2005)

Objective – the presentation of an objective overview, in so much as possible, of the current state of the health system from the point of view of the population’s perception.

Results have included: comprehensive analyses of the population and the medical professsionals’ perceptions  on the state of the Romanian health system

The decentralization of the public health services in Romania (Descentralizarea serviciilor de sănătate publică în România)

Objective – piloting a decentralization model at county level

Results in 2003 have included: the implementation of the decentralization model in the Salaj county

The Management of the Medical  Practice of  the Family Physician  2003-2004 (Managementul Cabinetului Medical 2003 - 2004)

Objective – to evaluate the management training needs of the target groups, to deliver management training to the medical service providers and the health sector decision makers, and to evaluate the project impact

Results in 2003 have included:

  • The development of 1 educational toolkit called “the management of the individual medical practice”
  • The training of 8% of the medical service providers and the creation of the first virtual community focused on the management of individual medical practice in Romania
  • 3 courses for the decision makers from the medical system

Training Program for Family Physicians from remote areas on primary health care practice management (Program de pregătire a medicilor de familie din zonele îndepartate în managementul practicii asistenței medicale primare)

Objective – the delivery of management instruments to family physicians from remote areas in the North-East area of Romania so that they can handle the complex care needs of the population they serve.

Results in 2003 have included:

  • 1 evaluation report for the management training needs
  • 1 course developed and delivered to the target-group family physicians

Fighting tobacco consumption through increasing public awareness on the health risks of active and passive smoking 2003-2004 (Combaterea consumului de tutun prin conştientizarea populaţiei cu privire la riscul fumatului pasiv şi efectele acestuia asupra sănătăţii 2003-2004)

Objective – to increase public awareness on the negative effects of smoking

Results in 2003 have included:

  • Mass media campaign targeted at the general population
  • Informing the population through the broadcast of the spot called „The flute” on TV (TVR1, TVR2 and TVR Cultural) and radio (Radio România Actualităţi), through billboard advertising, the distribution of informational materials, a dedicated webpage www.cpss.ro, press articles  (Adevărul, România Liberă, Evenimentul zilei, Libertatea, Academia Caţavencu, TV Mania, Unica, Avantaje, Lumea femeilor)
  • A quantitative study for investigating the level of knowledge, attitudes and practices related to tobacco consumption of the Romanian population. The results of the study were made available to all NGOs and institutions involved in the fight against tobacco consumption.
  • Omnibus study (realized by Mercury Research) during November 24th-28th 2003, which evaluated the impact of the mass media campaign.

Prevention of Cervical Cancer within the „Initiative for Family Health” program – 2003  (Prevenirea Cancerului de Col în cadrul programului “Iniţiativa pentru Sănătatea Familiei” - 2003)

Objective – the development of public-health approach to the prevention of cervical cancer in Romania

Results have included:

  • A preliminary report for the assessment of the needs in Romania in the field of cervical cancer including the main recommendations for the creation and implementation of a national prevention program in this area, coordinated by the Health Ministry, according to the relevant international recommendations.
  • National conference with various personalities and decision makers involved in the prevention of cervical cancer

Prevention of Cervical Cancer 2001-2003(Prevenirea cancerului cervical 2001 – 2003)

Objective – the development, implementation and evaluation of a effective and efficient public-health approach to cervical cancer for the development of a coherent national strategy in this field

Results have covered:

  • Frotium investigation protocol
  • The development and delivery of training for family physicians, citologists and reference center specialists
  • Mobilizing the target population for screening
  • Media campaign to inform and educate women
  • The distribution of information materials to 2000 family physicians across the country
  • Interactive meetings with 350 women at national level
  • Tv spot seen by 70% of the urban women at least 2 times
  • The increase of target group awareness from 33% to 51%  behind the media campaign (2 omnibus studies)
  • Screening 11 070 women from Bucharest and neighbouring areas

Building bridges for the Romanian population not sufficiently covered by health care (Construirea de poduri pentru populația din România neacoperită suficient de asistența medicală)

Objective – to increase access to health care services for the Romanian population insufficiently covered by health care

Results have covered:

  • An integrated model for medical and social services
  • The implementation of the model in 2 counties in Romania (the model was then used by the Health Ministry in Romania for other communitis in the country)
