Improved availability of the reproductive health services (Creșterea disponibilității serviciilor de sănătatea reproducerii)

Objective – to evaluate the delivery of reproductive health services by family and specialized physicians and to evaluate the consumption of these services by the various groups (the general population, the rural population, the Roma population).

The results have included – evaluation and analysis reports indicating the state of the reproductive health services, the legislative and regulatory framework, the delivery and consumption of these services to and by the various population groups.

Fighting active and passive smoking by increasing the public awareness level regarding the anti-smoking legislation (Combaterea fumatului activ și pasiv prin creşterea gradului de informare a populaţiei cu privire la legislaţia din domeniu)

Objective – to increase the awareness level of the general public and the relevant decision makers from institutions and restaurants, pubs, etc, regarding the harmful effects of the active and passive smoking and regarding the anti-smoking legislation.

The results have included:

  • Research on the active and passive smoking
  • Multi-media campaign developed, implemented and evaluated
  • A seminar for the journalists covering the health thematics and a round table for the decision makers

Training for the medical personnel involved in providing health care to the patients with sexually-transmitted diseases – STD (Pregătirea personalului medical implicat în asistenţa medicală a pacienţilor suferind de infecţii cu transmitere sexuală )

Objective – to reduce the risk of HIV/AIDS transmission among the population of Romania by ensuring an adequate training of the medical personnel involved in providing health care to the patients with sexually-transmitted diseases and to their partners, according to the diagnosis and treatment guide, thus facilitating the early detection of STD cases.

The results have included:

  • The development of an evaluation study of the training needs for the 3 medical personnel categories – family physicians, dermato-venerologic physicians and dermato-venerologic nurses.
  • The development of the training curriculum and course support for family physicians, dermato-venerologic physicians and dermato-venerologic nurses, which were then reviewed by the Health Ministry and certified by the Romanian College of Physicians. 4950 of course kits were edited and printed.
  • On-line courses  - the development of the on-line courses for the family physicians, the certification of the course for the distance learning platform by the Romanian College of Physicians (8 EMC hours).
  • The set-up of a Train the Trainer on the STD thematics, during which 57 family physicians and dermatovenerologic physicians were trained (identified in the Training Centers in Iasi, Cluj, Bucuresti and Timisoara).
  • The training on STD thematics of the following:  4000 family physicians, 550 dermatovenerologic physicians, 251 dermatovenerologic nurses.

Mass-media campaign to promote voluntary and non-renumerated blood donation among Romanian youngsters (Campanie mass-media pentru promovarea donării voluntare şi neremunerate de sânge, în rândul tinerilor români)

Objective  -to ensure sufficient blood is donated at national level to meet the needs of Romania and to further increase public awareness on voluntary and non-remunerated blood donation.

The results have included:

  • Media campaign developed and implemented
  • 3 omnibus studies for evaluating the effectiveness of the campaign

Duration – January - September 2007 (in its second phase, the project has covered the period June 2006 – September 2007)

Promoting HIV/AIDS/ITS risk-free behaviours in the general population , with focus on youngsters of 15-24 years (Promovarea unor comportamente fără risc HIV/AIDS/ITS, pentru populația generală, în special pentru tineri de 15-24 ani)

Objective – reducing the HIV/AIDS/ITS incidence levels in the general population and especially among youngsters of 15-24 years by promoting safe behaviors like condom use

Results for 2007 have included:

  • The development, implementation and evaluation of information, educational, and communication campaigns at local and national levels, targeting the young population (especially the 15-24 age group) for the promotion of safe behaviors
  • Increasing the awareness of the local authorities on the importance of this theme

REMSSy IV – Creating the regional emergency care systems (Crearea sistemelor regionale de asistenţă medicală de urgenţă)

Objective – to increase the survival rate of the patients who use the emergency care services by increasing the quality of these services

The results in 2007 have included:

  • Unique training curriculum for emergency care  personnel
  • The delivery of emergency-care training to ca. 60% of the emergency care units personnel from the 61 county hospitals and county Ambulance Services
  • Strengthening of the emergency care status
  • Strengthening the capacity of the emergency care system
  • Building the local authorities’ capacity to organize and finance first-aid teams (in the rural areas)
  • Increasing the quality of the emergency care services at local (county) level through the development of adequate standards, protocols and mechanisms

Strategy and Action plan for the improvement of the health system in the Republic of Moldova (Strategie și plan de acțiune pentru îmbunătățirea sistemului de sănătate din Republica Moldova)

Objective – to support the Rep. of Moldova Health Ministry to develop a strategy and an action plan to improve the health system.

The results have covered – 1 strategy covering the health system governance, financing and human resources management.

Objective – to evaluate the family planning programs within the „Increasing availability of the reproductive health services” project.

The results have included:

  • An evaluation report regarding the delivery of reproductive health services by the family and specialized physicians and the consumption of these services by the various population groups (general population, rural population, Roma population).
  • An evaluation report on the impact of the information, education and communication activities
  • An evaluation report of the legislative framework
  • An evaluation report on the training needs of the family and specialized physicians
  • An evaluation report on the safety of the condom use

 Improving the hospital-level decision mechanisms (Îmbunătățirea mecanismelor de decizie la nivelul spitalului  - Spitalul Floreasca București)

Objective – to improve the hospital resource allocation

The results have included:

  • Analysis report of the clinical, financial and resource-utilization activities
  • Recommendations to improve services
  • Report for cost modelling
  • Training the staff on DRG coding

Interventions for TB Control to support the National TB program (Intervenții pentru controlul tuberculozei în sprijinul Programului Național TB - PNTB)

Objective – the reduction in TB transmission among poor and vulnerable populations, their families and communities, through information, education and communication campaigns targeted to encourage the adoption of an adequate behavior towards TB prevention and treatment.

Results for 2007 have included:

  • Developing of campaigns/materials for the information, education and communication regarding TB Control
  • Strengthening the management and TB control capacity of the TB Control National Program personnel

Training program for the hospitals under the Transportation Ministry network (Program de formare pentru spitalele din cadrul Ministerului Transporturilor)

Objective – to facilitate the implementation and integration of the Transportation Ministry health insurance sub-system under the national DRG system for payments and financing

Results in 2007 have included – the development and delivery of training courses on the DRG system for the relevant personnel

Duration – January – December 2007 (the project covered the period February 2006 - July 2008)

The development of a National Plan for the workforce and infrastructure from the primary health care sector in the Republic of Moldova (Dezvoltarea unui Plan Național pentru forța de muncă și infrastructura din domeniul îngrijirilor medicale primare în Republica Moldova)

Objective – to increase the effectiveness and efficiency of the primary health care system in order to improve the quality and accessibility of services.

The results have included:

  • An inventory report on the state of the infrastructure, capacity and geographical distribution of the facilties and laboratories of the primary health care system.
  • A documented methodology for the evaluation of the logistics and human resources needs of the system.
  • A plan to optimize the work force and facilities and a financial analysis model to evaluate the planned investments

The improvement of the health condition and of the access to core services for the Rosia Montana population (Îmbunătăţirea stării de sănătate şi creşterea accesului la serviciile de bază a populaţiei din Roşia Montană, Judeţul ALBA”) (2007-2008)

Objective – to improvement of the health condition and of the access to core services for the Rosia Montana population

Results in 2007 have included:

  • The acquisition of emergency care equipment and increasing the visibility of the family physician facility
  • Improving the training of the primary health care human resources from the community (the community nurse, the medical mediator, the family physician nurse, etc.)
