Regionalization of the Pediatric Emergency and Intensive Care Medical Services System in the Republic of Moldova (Regionalizarea Serviciilor Pediatrice de Urgenţă şi Terapie Intensivă în Republica Moldova

Objective – increasing the effectiveness and efficiency of the pediatric health care system through a systemic change, addressing the Health Ministry strategy on the regionalization of health care in the Rep. of Moldova.

The 2011 results have included:

  • The development of policies and regulations regarding the transfer of cases towards the newly created regional centers depending on the geographical and pathological distribution of these cases.
  • The development and delivery of modern continued medical education programs
  • The acquisition of modern equipments of regional pediatric centers
  • The preparation and dissemination of clinical protocols and guides
  • Information and behavior-change campaigns for the reduction in the number of preventable deaths at children

Technical assistance for piloting the DRG hospital financing mechanism for the Republic of Moldova (Asistență tehnică pentru pilotarea mecanismului DRG pentru finanțarea spitalelor în Republica Moldova)

Objective – improving the transparency and accountability in the process of resource allocation within the health system

Results have included:

  • The analysis of the health system organization and financing
  • The analysis of the health system reform status
  • Recommendations and piloting a DRG financing mechanism in the Republic of Moldova

Duration – January – December 2011 (the project was longer, covering July 2010 – June 2012)

The evaluation of primary health care in 27 European countries (Evaluarea îngrijirilor medicale primare în 27 de țări europene)

Objective – the evaluation of the European primary health care systems in terms of quality, equitability and costs

Results have included: a multi-country study, also including the feedback from family physicians and their pacients

Developing a costing model for the primary health care services for mothers and children (Dezvoltarea unui model de stabilire a costurilor serviciilor de sănătate pentru mamă și copil din zona îngrijirilor medicale primare)

Objective – improved allocation efficiency within the health system

Results have included:

  • The development of a costing model model for the primary health care services for mothers and children
  • The development of short-term recommendations to decision makers for a better allocation of resources

Duration – January – December 2011 (the project covered the May 2009 – Martie 2012 period)

The presentation of the WHO Patient Safety Guide to health-care professionals from Romania

(Prezentarea Ghidului de Siguranța a Pacienților al OMS către profesioniștii din domeniul sănătății din România)

Objective – adapting the WHO training course on Patients’ Safety for the needs and usage of the Romanian health-care managers and professionals

Results have included:

  • The translation in Romanian and adaptation of the Guide, Manual and training materials
  • The delivery of pilot training courses in Timisoara and Bucharest

Objective –

  • Evaluation report for the hospital management activities
  • Recommendations to improve the efficiency of the overall hospital management process/activities

Interventions for TB Control to support the National TB program (Intervenții pentru controlul tuberculozei în sprijinul Programului Național TB - PNTB)

Objective – the reduction in TB transmission among poor and vulnerable populations, their families and communities, through information, education and communication campaigns targeted to encourage the adoption of an adequate behavior towards TB prevention and treatment.

Results for 2011 have included:

  • Promoting operational research for the development of an evidence-based decision making
  • Delivering continued medical education for TB Control to the family physicians

Duration: January – December 2011 (the project covered October 2007 – June 2012)

Promoting a healthy life style in schools (Promovarea unui stil de viață sănătos în școli)

Objective –improving children’s health condition through the adoption of a healthy life style

Results have included:

  • The development of an educational toolkit for children of 6-15 years, parents and teachers
  • The training of teachers as trainers (Train the trainer) and of children as peer educators
  • The pilot-delivery of these courses and of information-education-communication sessions in schools across the country

The analysis of health work force in Romania/health policy note (Analiza forței de muncă din sănătate din România/notă a politicii de sănătate)

Objective – to provide a analysis with the time evolution and also in comparison with other countries of the health work force in terms of size, abilities and competences, geographical distribution and by level of health care (primary, secondary, tertiary)

Results have included:

  • The development of an analysis report based on the above parameters, also highlighting current or anticipated problems
